A Rússia depois do martírio ucraniano

Depois da guerra da Ucrânia a Rússia ou será um súbdito da China ou um futuro membro da União Europeia. As ambições assassinas de Putin não têm futuro.

“Mais de 3 mil pessoas foram presas na Rússia desde o começo da ofensiva na Ucrânia, incluindo 467 neste sábado, por se manifestarem contra a guerra, informou a ONG de defesa dos direitos humanos OVD-Info.” (lista de detidos aqui)

A questão de Putin e da Rússia é simples de perceber: viram o seu império leninista-estalinista, a URSS, fundada em 1922, ruir por dentro, ao fim de 69 anos de existência (1922-1991). 

A ex-União Soviética foi, na realidade, um epifenómeno e uma página breve na existência da Rússia. Uma vez extinta, por implosão, e sem causas externas diretas, toda a conversa de Moscovo sobre zonas de influência e pergaminhos imperiais sobre os povos que se libertaram rapidamente da pata moscovita, não faz qualquer sentido. Os países que se libertaram da Rússia (e apesar das cicatrizes de meio século de corrupção, ditadura e paranóia securitária) querem naturalmente paz, democracia e prosperidade, ou seja, tudo o que a Rússia nunca soube nem sabe o que é. 

Os próprios russos que não constituem a guarda pretoriana do Kremlin, e até uma parte da elite palaciana de Putin, aspiram a pertencer a uma Europa chic e com liberdades jurídicas asseguradas. Veja-se, a título de exemplo, o caso da Barbie que recentemente publicou e apagou (por ordem do papá, claro) um hashtag contra a invasão da Ucrânia. 

A filha do porta-voz de Putin (o dandy Peskov), de nome Elizaveta Dmitrievna (@lisa_peskova), é o que se chama uma beauty russa com todos os tiques da sofisticação urbanita e mediática ocidental. A sua página no Instagram parece saída dos livros de estilo dos filmes de James Bond, ou das mais recentes hipérboles da cultura pop tardia americana e europeia. No entanto, esta pérola da elite moscovita foi também estagiária de Aymeric Chauprade, um deputado nacionalista francês do Parlamento Europeu, ex-iminência parda da presidente da Front Nationale, Marine Le Pen, e um declarado defensor da anexação da Crimeia por parte da Rússia em 2014. Este especialista em 'realismo geopolítico' foi ainda vice-presidente do efémero grupo parlamentar europeu chefiado por Nigel Farage.

Elizaveta Dmitrievna é fundadora e vice-presidente da Foundation for the Development of Russian-French Historical Initiatives, uma organização russa presidida por um ex-legionário, ex-militar e antigo assistente parlamentar de Jean-Marie Le Pen e Aymeric Chauprade, de nome Pierre Malinovsky. 

A agressão militar de Putin está a custar aos russos, a maioria dos quais vive com grandes dificuldades, 20 mil milhões de dólares por dia (ver Nota). A resposta económico-financeira que a Europa e os Estados Unidos, Canadá, Austrália, Nova Zelândia, e muitos outros países estão a dar ao perigoso assassino Vladimir Putin é importante na medida em que tolhe a capacidade da Rússia financiar uma guerra tão cara e com tamanho desgaste psicológico e social. O sangue e os traumas dos milhões de ucranianos que nesta hora sofrem, choram e rezam pelo seu país (pois muitos deles rezam) não será em vão. A sua coragem e determinação são o ponto crítico da vitória ou derrota de Putin. A oposição interna na Rússia à loucura de Putin, também. Nem que seja um post (logo apagado) da filha do porta-voz do senhorio do Kremlin.

O PIB da Rússia é inferior ao do Benelux. O PIB per capita do Benelux é 5x maior do que o da Rússia. O território do Benelux tem 75 mil Km2, o da Rússia 17 milhões. É só fazer as contas...

A Rússia é hoje um país economicamente menor, com uma superfície desproporcionada, em boa parte despovoada de seres humanos, armado até aos dentes, e com um arsenal nuclear construído durante a Guerra Fria, que só poderá servir para acabar com a humanidade. Nunca para dar qualquer superioridade efetiva aos criminosos de Moscovo.

A Rússia tem apenas 144 milhões de habitantes, e a decrescer; o Brasil, por exemplo, tem 212 milhões, e a crescer...

A Rússia, ou se junta à Europa ocidental (que as suas elites, aliás, adoram), ou será capturada pela China, que já há alguns anos começou a ocupar aldeias russas abandonadas nas imediações das suas fronteiras.

A China é um país de mais de 1,4 mil milhões de seres humanos, mas a envelhecer rapidamente. O seu pico demográfico já terá sido atingido, prevendo-se que perderá mais de 400 milhões de almas até ao fim deste século. Por outro lado, não tem recursos suficientes para alimentar a sua população. Prospera através da sobre-exploração da sua força de trabalho e dum sistema de produção altamente competitivo, mas muito poluente, ou seja, em última instância, autofágico. Se um dia a Rússia cair na suas mãos, será a China e não a Rússia a ditar os preços do gás natural e demais matérias primas que importa da Rússia. E muito provavelmente pagará com yuans, não com dólares, nem euros...

Putin é uma espécie de urso enjaulado, perigoso e que deixou de raciocinar. Esperemos que a elite que o rodeia, apesar de tão desmiolada e corrupta, acorde a tempo.

“HNLMS Evertsen is in dry dock for maintenance before the ship departs with the # UKCarrierStrikeGroup21. With this international fleet association, the Evertsen will soon be heading towards Asia” — in ukdj.

O Brexit, em minha modesta opinião, foi uma decisão estratégica. Os objetivos do Reino Unido parecem-me hoje claros:

1) manter completo controlo sobre o seu sistema financeiro; 

2) restabelecer/fortalecer a aliança com os Estados Unidos; 

3) intensificar as relações de vantagem mútua com alguns dos antigos grandes territórios coloniais britânicos (sobretudo a Austrália, Nova Zelândia, Canadá, Índia e a África anglófila: Nigéria, Etiópia, África do Sul, Tanzânia, Kénia e Uganda, que hoje já representam mais de 500 milhões de pessoas, mas que mais do que duplicarão a população chinesa em 2050, tendo a África anglófila em meados deste século cerca de doi mil e oitocentos milhões de almas;

4) travar o expansionismo económico, e agora também político e militar, da China, estabelecendo as necessárias alianças para alcançar este objetivo;

5) preparar-se para uma eventual guerra contra a China.

Sobre a poeira que é lançada diariamente contra o Reino Unido a propósito do Brexit, uma breve desmontagem de argumentos:

—paraísos fiscais temos todos, a Suíça, o Luxemburgo, Malta, Andorra, Portugal e a Espanha, os Estados Unidos, a França, a própria Alemanha (neste caso, chama-se BCE); o problema está em distinguir quem usa o seu sistema financeiro para enriquecer o país, de quem o usa apenas para esmifrar o povo que governa, ou sonha com impérios medievais... A Alemanha, ao que parece, não desiste de regressar ao Sacro Império. Quer dominar:

1) a banca—através da livre circulação de capitais intra-comunitária sob o comando do Bundesbank, de que o BCE é uma espécie de Cavalo de Tróia, 

2) o comércio—através da livre circulação de bens, boa parte dos quais com grande incorporação de importações extra-comunitárias, nomeadamente da Ásia e da China em particular, 

3) a burocracia—através de Bruxelas,

4) a produção industrial e pós-industrial—criando regras em Bruxelas que não cumpre mas obriga os outros a cumprir (exemplo: a simbiose energética, industrial e comercial com a Rússia, China, Irão e Brasil, enquanto força, ou corrompe outros a cairem na armadilha das energias renováveis sem verdadeiros backups—necessariamente dependentes de energias fósseis) e, finalmente, 

5) os fluxos migratórios na Europa—nomeadamente como forma de rebentar com os preços do trabalho europeu (demasiado altos) e obter novas fontes de alimentação do seu sistema social. 

Em suma, os alemães, sobretudo os alemães, esticaram a corda. Os ingleses encaixaram (enquanto viram vantagem no negócio) o tremendo impacto negativo deste processo de "integração", sobretudo na indústria e nas populações trabalhadoras menos qualificadas. Porém, perante a iminência de a Alemanha engolir a City Londrina e controlar os paraísos fiscais de Sua Majestade, alguém acabaria por mexer os cordelinhos para roer a corda da nova Pax Europeia, parindo o Brexit. Apesar do ruído, nada garante que a Inglaterra seja um novo Titanic. Por outro lado, se o balanço se revelar claramente positivo para os britânicos, outros países poderão seguir-lhe as pisadas. Desde logo, a Holanda, com a agitação que uma tal decisão induziria entre os flamengos.

Como se sabe, os holandeses, sem pedir licença à Alemanha, e muito menos a Bruxelas, juntaram-se à nova frente aliada anti-China: o Aukus. Querem mais sinais de crise na União Europeia? Já agora, se houver uma guerra entre as principais potências atlânticas e a China, de que lado se colocará o país da quinas? 

É provável que a guerra acabe por não acontecer, e a China ao perceber o que lhe poderá acontecer, resolva proteger o país com mais trinta novas muralhas, como sempre fez no passado. Importa, todavia, preparar o nosso país face a uma tal eventualidade, para o que creio haver duas prioridades claras: 

1) Atlantismo reforçado: afirmar a perante o mundo uma aliança de séculos com o Reino Unido, sublinhar ter sido (et pour cause) Portugal um dos países signatários da Aliança Atlântica, apesar de viver então sob uma ditadura, e intensificar estratégias e projetos de cooperação com os países da lusofonia, sobretudo com o Brasil , Angola, Cabo Verde, São Tomé Príncipe e Guiné-Bissau. Em Moçambique, Portugal deverá concertar com este país e com a África do Sul uma cooperação reforçada na economia, na educação e na defesa.

2) Manter uma posição de neutralidade e diplomacia ativa (honest broker) na presente crise entre a potência hegemónica e seus aliados, e as pretensões precipitadas da China. Para tal, Portugal deve exigir à China (sim, exigir, diplomaticamente, à China) o respeito pelos acordos relativos ao estatuto de Macau. E mais, deve convencer o Senhor Xi de que o fortalecimento da posição portuguesa em Macau é do interesse de ambos os países, mas sobretudo de grande interesse para a paz mundial, entornado que foi o caldo em Hong Kong.

O autoproclamado Estado Islâmico, em mais um declarado ato de guerra e terror, assassinou duas cidadãs portuguesas no decurso do massacre de Barcelona. Qual é a posição do estado português? Qual é a posição do governo português? Qual é a posição do parlamento português? Qual é a posição do PCP? Qual é a posição do Bloco de Esquerda? Qual é a posição do Partido Socialista? Temos o direito de saber, e os visados têm a obrigação de explicar. Razão teve Passos Coelho ao avisar-nos sobre a imprudência esquerdista de deixar entrar no país 'qualquer um' (1).

Em 2001, em nome da identidade religiosa, e da proibição do culto de ídolos e imagens, os talibãs destruíram as estátuas dos Budas de Bamiyan. Parecia então uma reminiscência medieval. Não era :(

Os soldados do dito Estado Islâmico declararam guerra aos infiéis (nós) e vão aterrorizando e assassinando todos os inimigos que podem (nós). Reclamam, por exemplo, a reconquista da Península Ibérica.

Que resposta lhes devemos dar?

Deixar de ensinar a história da formação do reino de Portugal? Manter uma posição cobarde em nome de uma postura politicamente correta, abdicando da nossa própria identidade e história? Em suma, fingir que não se passa nada, ou pior ainda, que a responsabilidade pelos catorze civis portugueses assassinados pelos terroristas islâmicos desde 2001 é, afinal, nossa?!

Será que a fraude eleitoral, a corrupção, os atropelos grosseiros do estado de direito, a violência policial e militar, em suma, as ditaduras, para as esquerdas radicalizadas do século 21, só serão coisas más e condenáveis se forem de 'direita'? É nisto que agora acreditam? É nesta lavagem cerebral que querem mergulhar as nossas consciências? Porque não são capazes de criticar Nicolás Maduro?

Este padrão de cinismo e comportamento generalizou-se infelizmente desde dos Estados Unidos ao Brasil, passando pela Venezuela, e alastra como uma nova sarna na Europa.

O drama do regresso às ideologias anti-humanistas e ao apoio em surdina das ditaduras em nome da razão leninista, estalinista e trotskysta é que, se nada fizermos entretanto, quando acordarmos para a realidade poderá já ser tarde demais.

O fantasma de uma segunda República de Weimar parece pairar no horizonte.

A divisão das sociedades, entre bons e maus, politicamente corretos e xenófobos racistas, esquerda e direita, fez já enormes estragos psíquicos e culturais em inúmeras sociedades ocidentais. Esperemos, a este respeito, que António Costa arrepie rapidamente caminho!

O pior, por fim, é que uma crise destas proporções era esperada há já umas boas décadas.

O fim da bonança petrolífera implicará menos uso e consumo de energia per capita. Este declínio energético gera, por sua vez, um crescimento económico real tendencialmente próximo de zero, e raramente acima dos 3%. A queda do crescimento extraordinário que marcou a história da humanidade ente 1870 e 1970 conduziu-nos, trinta anos depois dos avisos feitos pelo Clube de Roma, ao fim do sonho americano e, em geral, ao fim das democracias apoiadas por fortes classes médias, industriais, comerciais e profissionais. Este é o cerne do problema!

O endividamento doméstico, empresarial e público é uma das consequências fatais do período pós-petrolífero. A retórica sobre uma sociedade sustentável sem petróleo não passa de uma ilusão piedosa, capaz, ainda assim, de enriquecer escandalosamente alguns especuladores.

O petróleo é hoje exageradamente caro para quem o compra e importa, e demasiado barato para acudir aos custos exponencialmente crescentes da sua produção.

As empresas petrolíferas, tais como os países que há décadas vivem quase exclusivamente dos rendimentos do petróleo, estão à beira da falência, endividando-se cada vez mais. A luta pelo último barril, tal como a luta pelo último atum selvagem, agudiza-se sem remédio. As sociedades, como navios à beira dum naufrágio, lutam desesperadamente por manter-se à tona, aligeirando nomeadamente a carga considerada menos valiosa. Podemos, pois, imaginar que sentido fazem os assassínios de caráter, os argumentos desesperados e os insultos trocados entre os protagonistas desta tragédia anunciada. Nenhum.

A guerra pela sobrevivência já começou. Acreditarmos na ideia fabricada de que o terrorismo que atacou as Ramblas de Barcelona não é um claríssimo ato de guerra, tentando a todo o custo esconder a sua natureza islâmica radical, só pode alimentar ilusões fatais.

Por outro lado, se estamos em guerra, devemos procurar conhecer o seu contexto, as suas causas profundas e as suas regras, pois doutro modo não saberemos defender-nos, e muito menos negociar a paz e preparar o futuro.

A expressão de Passos Coelho no Pontal ('qualquer um'), que ativou de imediato a saliva pavloviana de João Galamba, refere-se obviamente à necessidade de um maior escrutínio na entrada de imigrantes, refugiados e turistas em Portugal, por razões estritas de segurança num teatro global marcado por uma guerra assimétrica (vulgo, terrorismo) sem precedentes. O Canadá deixa entrar no seu país qualquer um? Quantos luso-descendentes oriundos dos Açores foram expulsos dos Estados Unidos pelas Administrações de Bush e de Obama em resultado de condenações por atividades criminosas? Qual o impacto destas expulsões no sistema prisional e na tranquilidade açorianas? Porque não falamos dos assuntos sérios de forma séria?
    A Rússia, a China ou a Venezuela deixam entrar qualquer um? Basta tentar, para ver que não deixam. Francisco Louçã que o diga, pois consta que é persona non grata em Pequim.

    Nesta discussão exacerbada, como noutras, estamos a pagar infelizmente o divisionismo político e ideológico introduzido em Portugal por António Costa e a corja socratina que o acompanha ao agarrar-se ao poder através de uma aliança espúria com partidos desmiolados que ainda defendem a ditadura do proletariado. Ao decretarem a divisão do país entre portugueses de esquerda e portugueses de direita, os partidos da Geringonça prestaram um péssimo serviço ao país e aos seus concidadãos. Espero bem que eleitorado acorde e corrija o entorse democrático forçado pelos oportunistas que tomaram o poder sem os votos necessários. Se esta correção eleitoral democrática não ocorrer em breve, só poderemos resvalar para uma degradação sem pecedentes dos equilíbrios sociais e ideológicos dos últimos quase 40 anos de democracia. Marcelo Rebelo de Sousa terá que estar particularmente atento às tendências divisionistas em curso. O exemplo dos Estados Unidos é mais do que elucidativo sobre o que poderá acontecer em qualquer país que resolva radicalizar as democracias em direção ao populismo. Como todos sabemos, os comportamentos populistas de direita e de esquerda são simétricos, com sinais simbólicos antagónicos, mas de natureza idêntica. Em Weimar, na Alemanha pré-nazi, a degradação económica e financeira levou à proliferação do chamado lumpenproletariat. Hoje temos uma subclasse média em formação, em resultado da implosão em curso das classes médias profissionais. Tal como a expansão do lumpenproletariado pariu o fascismo e o social-fascismo, também a degradação económica, social e cultural das classes médias é hoje o cadinho onde os novos velhos radicalismos fascistas e social-fascistas já brotaram e crescem em irracionalismo e número de forma muito preocupante. As ditaduras que bailam nos sonhos dos chefes-populistas são pesadelos experimentados a que não queremos regressar!

O Ocidente ainda não percebeu que deixou de ditar as regras

A guerra do gás continua a aumentar a parada belicista no Médio Oriente e no Mediterrâneo. A projeção da crise de refugiados em direção à Europa, e o colapso das exportações alimentares comunitárias para a Rússia, são o preço inicial que esta Europa desmiolada começa a pagar por causa dos idiotas que a dirigem, de cócoras para Washington.

Portugal deve tomar uma posição diplomática de distanciamento da deriva belicista euro-americana, e enveredar pela adoção imediata de uma posição de neutralidade no que começa a parecer-se cada vez mais com uma escalada bélica que pode revelar-se incontrolável.

Somos pequeninos? Somos. E por isso mesmo podemos e devemos assumir uma postura útil e pedagógica, nos antípodas das afirmações aventureiras do senhor do PS que hoje administra um banco falido chamado Banif!

Because the Chinese have been studying the cycles. From generational theorists William Strauss and Neil Howe, they have learned that political/cultural cycles last only 65 years, and then they collapse, cycles first observed by Taoist monks and Roman philosophers. And China is exactly 66 years advanced since the Chinese Communist Revolution of 1949. In terms of generational cycles, China is on the eve of destruction. (In terms of the Strauss/Howe theory, so are we.)

The Chinese have been studying Western theories and economic cycles like the Elliott Wave, which suggests that the life cycle of a dominant currency has its limitations, and the American dollar cycle has ended. They have been studying economist Harry Dent, investment gurus Jim Rogers, Marc Faber and libertarian Ron Paul, seen often here only in the shadows, and understand that America is at a full economic transition, potentially a catastrophic cultural turning.

They have been reading Nicholson Baker’s day-by-day account, Human Smoke: The beginnings of WWII, the End of Civilization. They understand fully without Western sentimentality or illusion what comes next at the end of the economic cycle: Total war.

One remark to Bernie's post: you should metric the 65 years cycle, not from 1949 on, but 1960 on, which would lead China strategic calculus to 2025. That is within a decade... The explanation for this suggestion is simples: before 1960 China had to import all the oil it needed, namely from Russia, after 1960 China became a self-sufficient oil producer... until 2015, when its Daqing oil peaked, like it peaked in USA in 1973...

So before 2030, as Donella Meadows and the team that worked with her on the The Limits to Growth predicted, the entire worl will be in big trouble.

A corrida dos gasodutos—afinal o petróleo desce por causa do gás!


As guerras, as sanções, as tensões, as degolações espetaculares, em suma, o Inferno que temos visto no Médio Oriente desde as guerras no Afeganistão e no Iraque marcam o início do grande conflito estratégico do século 21: a luta pelo gás natural.

Estão em causa os acessos e o fornecimento de gás natural à Europa, mas também à China, à Índia e ao Paquistão. As maiores reservas encontram-se na Rússia, Irão, Qatar, Turquemenistão, EUA, Arábia Saudita, Iraque, Venezuela, Nigéria, Argélia, em suma, nos sítios do costume.

Neste momento a Rússia compete com os projetados gasodutos Árabe e Islâmico na primazia do fornecimento à Europa — pretendendo chegar à Europa através da Turquia e da Grécia. A guerra de secessão em curso na Ucrânia é imprevisível e poderá acabar na redução drástica da passagem de gás russo por aquele país.

Por outro lado, parece que a Arábia Saudita resolveu dar uma ajudinha à estratégia de Obama e dos caniches europeus, promovendo os interesses estratégicos do Qatar/Irão, mas também de Israel do Egito e os seus próprios na corrida dos gasodutos. O jogo é perigoso, pois Putin pode recordar aos alemães o que lhes sucedeu em Estalinegrado quando intentaram conquistar a Rússia.

WASHINGTON — Saudi Arabia has been trying to pressure President Vladimir V. Putin of Russia to abandon his support for President Bashar al-Assad of Syria, using its dominance of the global oil markets at a time when the Russian government is reeling from the effects of plummeting oil prices.

Saudi Arabia and Russia have had numerous discussions over the past several months that have yet to produce a significant breakthrough, according to American and Saudi officials. It is unclear how explicitly Saudi officials have linked oil to the issue of Syria during the talks, but Saudi officials say — and they have told the United States — that they think they have some leverage over Mr. Putin because of their ability to reduce the supply of oil and possibly drive up prices.

“If oil can serve to bring peace in Syria, I don’t see how Saudi Arabia would back away from trying to reach a deal,” a Saudi diplomat said. Amid the devastation of yesterday's Mariupol artillery strikes which killed or wounded dozens, which was promptly blamed by both sides on the "adversary" - and has been proclaimed by both 'sides' (more on that later) as more violent than before the truce - an 'odd' clip has emerged that appears to provide all the 'proof' a US intelligence officer would need to surmise that US military boots are on the ground in Ukraine. As the following clip shows, a Ukrainian journalist approaches what she thinks is a Ukrainian soldier (since he is wearing a Ukrainian military uniform and is carrying an AK) and asked him as they run through the battlezone, "tell me, what happened here?" His response, which requires no translation, speaks for itself.

With daily reportage of the 'invasion' of Russian military forces into Ukraine territory (admittedly unconfirmed by NATO), this clip raises many questions about American involvement in the ongoing conflict - most of all, was the US involved in the "staging" the Mariupol massacre, and if so it is clear who should be blamed (and isolated).

Of course, US troops, or at least mercs, on the ground, should not be a total surprise, since just 2 months ago, we discussed the hacked US documents that revealed the extent of undisclosed US "lethal aid" being given to the Ukraine army. What was apparently left unleaked was the part of the US aid also includes US-speaking soldiers. The only question is whether US taxpayers are paying their wages.

Depois tira-se-lhes o tapete do crédito e impõe-se a chamada consolidação orçamental aos governos, a concentração de capital ao tecido económico e financeiro, e a austeridade a quem trabalha e produz. Uma primeira consequência desta vasta manobra é a deflação resultante do colapso económico e do fim do crédito barato. O que virá depois, se olharmos para a história económica dos últimos oitenta anos (Alemanha, Hungria, Grécia, Jugoslávia, Argentina, Zimbabué, etc.), poderá mesmo ser um dominó de episódios de hiperinflação!

No fim desta deriva em direção a uma nova forma de escravatura dissimulada estaremos a perder para uma elite que conta menos de 0,1% da população mundial, uma herdade infinita onde cabe praticamente toda a riqueza produzida e todos os recursos naturais, que pinga todos os anos, meses, dias, horas, minutos, segundos e nano-segundos, nos bolsos dos novos ogres da Idade Média Tecnológica que parece aproximar-se a passos largos.

A agência noticiosa francesa AFP noticiou hoje que a NATO anunciou que detetou “manobras aéreas incomuns” e de “grande escala” da Rússia no espaço aéreo sobre o Oceano Atlântico e os mares Báltico, do Norte e Negro, nos últimos dois dias.

Segundo a NATO, os aparelhos russos não tinham apresentado planos de voo, não estabeleceram qualquer contacto com as autoridades de aviação civil e não corresponderam às comunicações, o que “representa um risco potencial para os voos civis”.

Em comunicado, citado pela agência noticiosa AFP, a NATO adianta que “detetou e controlou quatro grupos de aviões militares russos a realizarem manobras militares significativas no espaço aéreo europeu”, entre terça-feira e hoje.

No dia 24 de outubro Vladimir Putin fez uma importante comunicação em Sochi, que a imprensa europeia de serviço ignorou quase por completo. No dia 28 de outubro uma missão espacial destinada à estação orbital internacional explode 11s depois de o foguetão descolar de uma torre de lançamento da NASA. No dia 29 a Rússia testou com sucesso o seu novo míssil estratégico intercontinental Bulava (alcance: 10 mil Km), cujo lançamento, a profundidade submarina não revelada, teve origem num submarino nuclear da classe Borey. No mesmo dia e no dia seguinte mais de uma dúzia de aeronaves de guerra russas passearam-se pelos céus atlânticos da Europa, mostrando que o poder de projeção russa existe, está bem de saúde e é capaz de colocar a Europa de gatas em menos de doze horas. Angela Merkel, e bem, desvalorizou a histeria dos comandos da NATO sobre o assunto, afirmando que se trataram de exercício militares conhecidos e legítimos por parte de um país soberano, em território seu, ou em céus internacionais.

Russian military aircraft conducted aerial maneuvers around Europe this week on a scale seldom seen since the end of the Cold War, prompting NATO jets to scramble in another sign of how raw East-West relations have grown.

The North Atlantic Treaty Organization said that more than two dozen Russian aircraft in four groups were intercepted and tracked on Tuesday and Wednesday, an unusually high level of activity that the alliance said could have endangered passing civilian flights.

Military jets from eight nations were scrambled to meet the Russian aircraft, which a NATO spokesman said remained in international airspace and didn’t violate NATO territory.
Putin denuncia a manha americana quando em 2002 os Estados Unidos decidiram acabar com o ABMT, para acelerar unilateralmente um sistema de defesa-ataque nuclear mais avançado —SDI—, nomeadamente usando órbitas terrestres e bases militares em terra para o lançamento de mísseis de precisão. A Rússia quer o desarmamento nuclear, mas ou há um compromisso sério nesta matéria ou o medo da destruição mútua assegurada regressará como fiel de uma nova balança do terror, cujos principais responsáveis serão os Estados Unidos e a NATO.

Text of Vladimir Putin’s speech and a question and answer session at the final plenary meeting of the Valdai International Discussion Club’s XI session in Sochi on 24 October 2014.

It was mentioned already that the club has new co-organizers this year. They include Russian non-governmental organizations, expert groups and leading universities. The idea was also raised of broadening the discussions to include not just issues related to Russia itself but also global politics and the economy.

An organization and content will bolster the club’s influence as a leading discussion and expert forum. At the same time, I hope the ‘Valdai spirit’ will remain – this free and open atmosphere and chance to express all manner of very different and frank opinions.

Let me say in this respect that I will also not let you down and will speak directly and frankly. Some of what I say might seem a bit too harsh, but if we do not speak directly and honestly about what we really think, then there is little point in even meeting in this way. It would be better in that case just to keep to diplomatic get-togethers, where no one says anything of real sense and, recalling the words of one famous diplomat, you realize that diplomats have tongues so as not to speak the truth.
 
We get together for other reasons. We get together so as to talk frankly with each other. We need to be direct and blunt today not so as to trade barbs, but so as to attempt to get to the bottom of what is actually happening in the world, try to understand why the world is becoming less safe and more unpredictable, and why the risks are increasing everywhere around us.


Today’s discussion took place under the theme: New Rules or a Game without Rules. I think that this formula accurately describes the historic turning point we have reached today and the choice we all face. There is nothing new of course in the idea that the world is changing very fast. I know this is something you have spoken about at the discussions today. It is certainly hard not to notice the dramatic transformations in global politics and the economy, public life, and in industry, information and social technologies.

Let me ask you right now to forgive me if I end up repeating what some of the discussion’s participants have already said. It’s practically impossible to avoid. You have already held detailed discussions, but I will set out my point of view. It will coincide with other participants’ views on some points and differ on others.

As we analyze today’s situation, let us not forget history’s lessons. First of all, changes in the world order – and what we are seeing today are events on this scale – have usually been accompanied by if not global war and conflict, then by chains of intensive local-level conflicts. Second, global politics is above all about economic leadership, issues of war and peace, and the humanitarian dimension, including human rights.

The world is full of contradictions today. We need to be frank in asking each other if we have a reliable safety net in place. Sadly, there is no guarantee and no certainty that the current system of global and regional security is able to protect us from upheavals. This system has become seriously weakened, fragmented and deformed. The international and regional political, economic, and cultural cooperation organizations are also going through difficult times.

Yes, many of the mechanisms we have for ensuring the world order were created quite a long time ago now, including and above all in the period immediately following World War II. Let me stress that the solidity of the system created back then rested not only on the balance of power and the rights of the victor countries, but on the fact that this system’s ‘founding fathers’ had respect for each other, did not try to put the squeeze on others, but attempted to reach agreements.

The main thing is that this system needs to develop, and despite its various shortcomings, needs to at least be capable of keeping the world’s current problems within certain limits and regulating the intensity of the natural competition between countries.

It is my conviction that we could not take this mechanism of checks and balances that we built over the last decades, sometimes with such effort and difficulty, and simply tear it apart without building anything in its place. Otherwise we would be left with no instruments other than brute force.

What we needed to do was to carry out a rational reconstruction and adapt it the new realities in the system of international relations.

But the United States, having declared itself the winner of the Cold War, saw no need for this. Instead of establishing a new balance of power, essential for maintaining order and stability, they took steps that threw the system into sharp and deep imbalance.

The Cold War ended, but it did not end with the signing of a peace treaty with clear and transparent agreements on respecting existing rules or creating new rules and standards. This created the impression that the so-called ‘victors’ in the Cold War had decided to pressure events and reshape the world to suit their own needs and interests. If the existing system of international relations, international law and the checks and balances in place got in the way of these aims, this system was declared worthless, outdated and in need of immediate demolition. 
 
Pardon the analogy, but this is the way nouveaux riches behave when they suddenly end up with a great fortune, in this case, in the shape of world leadership and domination. Instead of managing their wealth wisely, for their own benefit too of course, I think they have committed many follies.

We have entered a period of differing interpretations and deliberate silences in world politics. International law has been forced to retreat over and over by the onslaught of legal nihilism. Objectivity and justice have been sacrificed on the altar of political expediency. Arbitrary interpretations and biased assessments have replaced legal norms. At the same time, total control of the global mass media has made it possible when desired to portray white as black and black as white.

In a situation where you had domination by one country and its allies, or its satellites rather, the search for global solutions often turned into an attempt to impose their own universal recipes. This group’s ambitions grew so big that they started presenting the policies they put together in their corridors of power as the view of the entire international community. But this is not the case.

The very notion of ‘national sovereignty’ became a relative value for most countries. In essence, what was being proposed was the formula: the greater the loyalty towards the world’s sole power centre, the greater this or that ruling regime’s legitimacy.

We will have a free discussion afterwards and I will be happy to answer your questions and would also like to use my right to ask you questions. Let someone try to disprove the arguments that I just set out during the upcoming discussion.

The measures taken against those who refuse to submit are well-known and have been tried and tested many times. They include use of force, economic and propaganda pressure, meddling in domestic affairs, and appeals to a kind of ‘supra-legal’ legitimacy when they need to justify illegal intervention in this or that conflict or toppling inconvenient regimes. Of late, we have increasing evidence too that outright blackmail has been used with regard to a number of leaders. It is not for nothing that ‘big brother’ is spending billions of dollars on keeping the whole world, including its own closest allies, under surveillance.

Let’s ask ourselves, how comfortable are we with this, how safe are we, how happy living in this world, and how fair and rational has it become? Maybe, we have no real reasons to worry, argue and ask awkward questions? Maybe the United States’ exceptional position and the way they are carrying out their leadership really is a blessing for us all, and their meddling in events all around the world is bringing peace, prosperity, progress, growth and democracy, and we should maybe just relax and enjoy it all?

Let me say that this is not the case, absolutely not the case.

A unilateral diktat and imposing one’s own models produces the opposite result. Instead of settling conflicts it leads to their escalation, instead of sovereign and stable states we see the growing spread of chaos, and instead of democracy there is support for a very dubious public ranging from open neo-fascists to Islamic radicals.

Why do they support such people? They do this because they decide to use them as instruments along the way in achieving their goals but then burn their fingers and recoil. I never cease to be amazed by the way that our partners just keep stepping on the same rake, as we say here in Russia, that is to say, make the same mistake over and over.

They once sponsored Islamic extremist movements to fight the Soviet Union. Those groups got their battle experience in Afghanistan and later gave birth to the Taliban and Al-Qaeda. The West if not supported, at least closed its eyes, and, I would say, gave information, political and financial support to international terrorists’ invasion of Russia (we have not forgotten this) and the Central Asian region’s countries. Only after horrific terrorist attacks were committed on US soil itself did the United States wake up to the common threat of terrorism. Let me remind you that we were the first country to support the American people back then, the first to react as friends and partners to the terrible tragedy of September 11.

During my conversations with American and European leaders, I always spoke of the need to fight terrorism together, as a challenge on a global scale. We cannot resign ourselves to and accept this threat, cannot cut it into separate pieces using double standards. Our partners expressed agreement, but a little time passed and we ended up back where we started. First there was the military operation in Iraq, then in Libya, which got pushed to the brink of falling apart. Why was Libya pushed into this situation? Today it is a country in danger of breaking apart and has become a training ground for terrorists.

Only the current Egyptian leadership’s determination and wisdom saved this key Arab country from chaos and having extremists run rampant. In Syria, as in the past, the United States and its allies started directly financing and arming rebels and allowing them to fill their ranks with mercenaries from various countries. Let me ask where do these rebels get their money, arms and military specialists? Where does all this come from? How did the notorious ISIL manage to become such a powerful group, essentially a real armed force?  



As for financing sources, today, the money is coming not just from drugs, production of which has increased not just by a few percentage points but many-fold, since the international coalition forces have been present in Afghanistan. You are aware of this. The terrorists are getting money from selling oil too. Oil is produced in territory controlled by the terrorists, who sell it at dumping prices, produce it and transport it. But someone buys this oil, resells it, and makes a profit from it, not thinking about the fact that they are thus financing terrorists who could come sooner or later to their own soil and sow destruction in their own countries.

Where do they get new recruits? In Iraq, after Saddam Hussein was toppled, the state’s institutions, including the army, were left in ruins. We said back then, be very, very careful. You are driving people out into the street, and what will they do there? Don’t forget (rightfully or not) that they were in the leadership of a large regional power, and what are you now turning them into?

What was the result? Tens of thousands of soldiers, officers and former Baath Party activists were turned out into the streets and today have joined the rebels’ ranks. Perhaps this is what explains why the Islamic State group has turned out so effective? In military terms, it is acting very effectively and has some very professional people. Russia warned repeatedly about the dangers of unilateral military actions, intervening in sovereign states’ affairs, and flirting with extremists and radicals. We insisted on having the groups fighting the central Syrian government, above all the Islamic State, included on the lists of terrorist organizations. But did we see any results? We appealed in vain.

We sometimes get the impression that our colleagues and friends are constantly fighting the consequences of their own policies, throw all their effort into addressing the risks they themselves have created, and pay an ever-greater price.

Colleagues, this period of unipolar domination has convincingly demonstrated that having only one power centre does not make global processes more manageable. On the contrary, this kind of unstable construction has shown its inability to fight the real threats such as regional conflicts, terrorism, drug trafficking, religious fanaticism, chauvinism and neo-Nazism. At the same time, it has opened the road wide for inflated national pride, manipulating public opinion and letting the strong bully and suppress the weak.

Essentially, the unipolar world is simply a means of justifying dictatorship over people and countries. The unipolar world turned out too uncomfortable, heavy and unmanageable a burden even for the self-proclaimed leader. Comments along this line were made here just before and I fully agree with this. This is why we see attempts at this new historic stage to recreate a semblance of a quasi-bipolar world as a convenient model for perpetuating American leadership. It does not matter who takes the place of the centre of evil in American propaganda, the USSR’s old place as the main adversary. It could be Iran, as a country seeking to acquire nuclear technology, China, as the world’s biggest economy, or Russia, as a nuclear superpower.

Today, we are seeing new efforts to fragment the world, draw new dividing lines, put together coalitions not built for something but directed against someone, anyone, create the image of an enemy as was the case during the Cold War years, and obtain the right to this leadership, or diktat if you wish. The situation was presented this way during the Cold War. We all understand this and know this. The United States always told its allies: “We have a common enemy, a terrible foe, the centre of evil, and we are defending you, our allies, from this foe, and so we have the right to order you around, force you to sacrifice your political and economic interests and pay your share of the costs for this collective defense, but we will be the ones in charge of it all of course.” In short, we see today attempts in a new and changing world to reproduce the familiar models of global management, and all this so as to guarantee their [the US’] exceptional position and reap political and economic dividends.

But these attempts are increasingly divorced from reality and are in contradiction with the world’s diversity. Steps of this kind inevitably create confrontation and countermeasures and have the opposite effect to the hoped-for goals. We see what happens when politics rashly starts meddling in the economy and the logic of rational decisions gives way to the logic of confrontation that only hurt one’s own economic positions and interests, including national business interests.

Joint economic projects and mutual investment objectively bring countries closer together and help to smooth out current problems in relations between states. But today, the global business community faces unprecedented pressure from Western governments. What business, economic expediency and pragmatism can we speak of when we hear slogans such as “the homeland is in danger”, “the free world is under threat”, and “democracy is in jeopardy”? And so everyone needs to mobilize. That is what a real mobilization policy looks like.

Sanctions are already undermining the foundations of world trade, the WTO rules and the principle of inviolability of private property. They are dealing a blow to liberal model of globalization based on markets, freedom and competition, which, let me note, is a model that has primarily benefited precisely the Western countries. And now they risk losing trust as the leaders of globalization. We have to ask ourselves, why was this necessary? After all, the United States’ prosperity rests in large part on the trust of investors and foreign holders of dollars and US securities. This trust is clearly being undermined and signs of disappointment in the fruits of globalization are visible now in many countries.  

The well-known Cyprus precedent and the politically motivated sanctions have only strengthened the trend towards seeking to bolster economic and financial sovereignty and countries’ or their regional groups’ desire to find ways of protecting themselves from the risks of outside pressure. We already see that more and more countries are looking for ways to become less dependent on the dollar and are setting up alternative financial and payments systems and reserve currencies. I think that our American friends are quite simply cutting the branch they are sitting on. You cannot mix politics and the economy, but this is what is happening now. I have always thought and still think today that politically motivated sanctions were a mistake that will harm everyone, but I am sure that we will come back to this subject later.

We know how these decisions were taken and who was applying the pressure. But let me stress that Russia is not going to get all worked up, get offended or come begging at anyone’s door. Russia is a self-sufficient country. We will work within the foreign economic environment that has taken shape, develop domestic production and technology and act more decisively to carry out transformation. Pressure from outside, as has been the case on past occasions, will only consolidate our society, keep us alert and make us concentrate on our main development goals.

Of course the sanctions are a hindrance. They are trying to hurt us through these sanctions, block our development and push us into political, economic and cultural isolation, force us into backwardness in other words. But let me say yet again that the world is a very different place today. We have no intention of shutting ourselves off from anyone and choosing some kind of closed development road, trying to live in autarky. We are always open to dialogue, including on normalizing our economic and political relations. We are counting here on the pragmatic approach and position of business communities in the leading countries.

Some are saying today that Russia is supposedly turning its back on Europe – such words were probably spoken already here too during the discussions – and is looking for new business partners, above all in Asia. Let me say that this is absolutely not the case. Our active policy in the Asian-Pacific region began not just yesterday and not in response to sanctions, but is a policy that we have been following for a good many years now. Like many other countries, including Western countries, we saw that Asia is playing an ever greater role in the world, in the economy and in politics, and there is simply no way we can afford to overlook these developments.

Let me say again that everyone is doing this, and we will do so to, all the more so as a large part of our country is geographically in Asia. Why should we not make use of our competitive advantages in this area? It would be extremely shortsighted not to do so.

Developing economic ties with these countries and carrying out joint integration projects also creates big incentives for our domestic development. Today’s demographic, economic and cultural trends all suggest that dependence on a sole superpower will objectively decrease. This is something that European and American experts have been talking and writing about too.


Perhaps developments in global politics will mirror the developments we are seeing in the global economy, namely, intensive competition for specific niches and frequent change of leaders in specific areas. This is entirely possible.

There is no doubt that humanitarian factors such as education, science, healthcare and culture are playing a greater role in global competition. This also has a big impact on international relations, including because this ‘soft power’ resource will depend to a great extent on real achievements in developing human capital rather than on sophisticated propaganda tricks.


At the same time, the formation of a so-called polycentric world (I would also like to draw attention to this, colleagues) in and of itself does not improve stability; in fact, it is more likely to be the opposite. The goal of reaching global equilibrium is turning into a fairly difficult puzzle, an equation with many unknowns. So, what is in store for us if we choose not to live by the rules – even if they may be strict and inconvenient – but rather live without any rules at all? And that scenario is entirely possible; we cannot rule it out, given the tensions in the global situation. Many predictions can already be made, taking into account current trends, and unfortunately, they are not optimistic. If we do not create a clear system of mutual commitments and agreements, if we do not build the mechanisms for managing and resolving crisis situations, the symptoms of global anarchy will inevitably grow.


Today, we already see a sharp increase in the likelihood of a whole set of violent conflicts with either direct or indirect participation by the world’s major powers. And the risk factors include not just traditional multinational conflicts, but also the internal instability in separate states, especially when we talk about nations located at the intersections of major states’ geopolitical interests, or on the border of cultural, historical, and economic civilizational continents.

Ukraine, which I’m sure was discussed at length and which we will discuss some more, is one of the example of such sorts of conflicts that affect international power balance, and I think it will certainly not be the last. From here emanates the next real threat of destroying the current system of arms control agreements. And this dangerous process was launched by the United States of America when it unilaterally withdrew from the Anti-Ballistic Missile Treaty in 2002, and then set about and continues today to actively pursue the creation of its global missile defense system.

Colleagues, friends, I want to point out that we did not start this. Once again, we are sliding into the times when, instead of the balance of interests and mutual guarantees, it is fear and the balance of mutual destruction that prevent nations from engaging in direct conflict. In absence of legal and political instruments, arms are once again becoming the focal point of the global agenda; they are used wherever and however, without any UN Security Council sanctions. And if the Security Council refuses to produce such decisions, then it is immediately declared to be an outdated and ineffective instrument.

Many states do not see any other ways of ensuring their sovereignty but to obtain their own bombs. This is extremely dangerous. We insist on continuing talks; we are not only in favor of talks, but insist on continuing talks to reduce nuclear arsenals. The less nuclear weapons we have in the world, the better. And we are ready for the most serious, concrete discussions on nuclear disarmament – but only serious discussions without any double standards.

What do I mean? Today, many types of high-precision weaponry are already close to mass-destruction weapons in terms of their capabilities, and in the event of full renunciation of nuclear weapons or radical reduction of nuclear potential, nations that are leaders in creating and producing high-precision systems will have a clear military advantage. Strategic parity will be disrupted, and this is likely to bring destabilization. The use of a so-called first global pre-emptive strike may become tempting. In short, the risks do not decrease, but intensify.

The next obvious threat is the further escalation of ethnic, religious, and social conflicts. Such conflicts are dangerous not only as such, but also because they create zones of anarchy, lawlessness, and chaos around them, places that are comfortable for terrorists and criminals, where piracy, human trafficking, and drug trafficking flourish.

Incidentally, at the time, our colleagues tried to somehow manage these processes, use regional conflicts and design ‘color revolutions’ to suit their interests, but the genie escaped the bottle. It looks like the controlled chaos theory fathers themselves do not know what to do with it; there is disarray in their ranks.

We closely follow the discussions by both the ruling elite and the expert community. It is enough to look at the headlines of the Western press over the last year. The same people are called fighters for democracy, and then Islamists; first they write about revolutions and then call them riots and upheavals. The result is obvious: the further expansion of global chaos.

Colleagues, given the global situation, it is time to start agreeing on fundamental things. This is incredibly important and necessary; this is much better than going back to our own corners. The more we all face common problems, the more we find ourselves in the same boat, so to speak. And the logical way out is in cooperation between nations, societies, in finding collective answers to increasing challenges, and in joint risk management. Granted, some of our partners, for some reason, remember this only when it suits their interests.

Practical experience shows that joint answers to challenges are not always a panacea; and we need to understand this. Moreover, in most cases, they are hard to reach; it is not easy to overcome the differences in national interests, the subjectivity of different approaches, particularly when it comes to nations with different cultural and historical traditions. But nevertheless, we have examples when, having common goals and acting based on the same criteria, together we achieved real success.

Let me remind you about solving the problem of chemical weapons in Syria, and the substantive dialogue on the Iranian nuclear program, as well as our work on North Korean issues, which also has some positive results. Why can’t we use this experience in the future to solve local and global challenges? What could be the legal, political, and economic basis for a new world order that would allow for stability and security, while encouraging healthy competition, not allowing the formation of new monopolies that hinder development? It is unlikely that someone could provide absolutely exhaustive, ready-made solutions right now. We will need extensive work with participation by a wide range of governments, global businesses, civil society, and such expert platforms as ours.

However, it is obvious that success and real results are only possible if key participants in international affairs can agree on harmonizing basic interests, on reasonable self-restraint, and set the example of positive and responsible leadership. We must clearly identify where unilateral actions end and we need to apply multilateral mechanisms, and as part of improving the effectiveness of international law, we must resolve the dilemma between the actions by international community to ensure security and human rights and the principle of national sovereignty and non-interference in the internal affairs of any state.

Those very collisions increasingly lead to arbitrary external interference in complex internal processes, and time and again, they provoke dangerous conflicts between leading global players. The issue of maintaining sovereignty becomes almost paramount in maintaining and strengthening global stability.

Clearly, discussing the criteria for the use of external force is extremely difficult; it is practically impossible to separate it from the interests of particular nations. However, it is far more dangerous when there are no agreements that are clear to everyone, when no clear conditions are set for necessary and legal interference.

I will add that international relations must be based on international law, which itself should rest on moral principles such as justice, equality and truth. Perhaps most important is respect for one’s partners and their interests. This is an obvious formula, but simply following it could radically change the global situation.

I am certain that if there is a will, we can restore the effectiveness of the international and regional institutions system. We do not even need to build anything anew, from the scratch; this is not a “greenfield,” especially since the institutions created after World War II are quite universal and can be given modern substance, adequate to manage the current situation.

This is true of improving the work of the UN, whose central role is irreplaceable, as well as the OSCE, which, over the course of 40 years, has proven to be a necessary mechanism for ensuring security and cooperation in the Euro-Atlantic region. I must say that even now, in trying to resolve the crisis in southeast Ukraine, the OSCE is playing a very positive role.

In light of the fundamental changes in the international environment, the increase in uncontrollability and various threats, we need a new global consensus of responsible forces. It’s not about some local deals or a division of spheres of influence in the spirit of classic diplomacy, or somebody’s complete global domination. I think that we need a new version of interdependence. We should not be afraid of it. On the contrary, this is a good instrument for harmonizing positions.

This is particularly relevant given the strengthening and growth of certain regions on the planet, which process objectively requires institutionalization of such new poles, creating powerful regional organizations and developing rules for their interaction. Cooperation between these centers would seriously add to the stability of global security, policy and economy.  But in order to establish such a dialogue, we need to proceed from the assumption that all regional centers and integration projects forming around them need to have equal rights to development, so that they can complement each other and nobody can force them into conflict or opposition artificially. Such destructive actions would break down ties between states, and the states themselves would be subjected to extreme hardship, or perhaps even total destruction.

I would like to remind you of the last year’s events. We have told our American and European partners that hasty backstage decisions, for example, on Ukraine’s association with the EU, are fraught with serious risks to the economy. We didn’t even say anything about politics; we spoke only about the economy, saying that such steps, made without any prior arrangements, touch on the interests of many other nations, including Russia as Ukraine’s main trade partner, and that a wide discussion of the issues is necessary. Incidentally, in this regard, I will remind you that, for example, the talks on Russia’s accession to the WTO lasted 19 years. This was very difficult work, and a certain consensus was reached.

Why am I bringing this up? Because in implementing Ukraine’s association project, our partners would come to us with their goods and services through the back gate, so to speak, and we did not agree to this, nobody asked us about this. We had discussions on all topics related to Ukraine’s association with the EU, persistent discussions, but I want to stress that this was done in an entirely civilized manner, indicating possible problems, showing the obvious reasoning and arguments. Nobody wanted to listen to us and nobody wanted to talk. They simply told us: this is none of your business, point, end of discussion. Instead of a comprehensive but – I stress – civilized dialogue, it all came down to a government overthrow; they plunged the country into chaos, into economic and social collapse, into a civil war with enormous casualties.

Why? When I ask my colleagues why, they no longer have an answer; nobody says anything. That’s it. Everyone’s at a loss, saying it just turned out that way. Those actions should not have been encouraged – it wouldn’t have worked. After all (I already spoke about this), former Ukrainian President Yanukovych signed everything, agreed with everything. Why do it? What was the point? What is this, a civilized way of solving problems? Apparently, those who constantly throw together new ‘color revolutions’ consider themselves ‘brilliant artists’ and simply cannot stop.

I am certain that the work of integrated associations, the cooperation of regional structures, should be built on a transparent, clear basis; the Eurasian Economic Union’s formation process is a good example of such transparency. The states that are parties to this project informed their partners of their plans in advance, specifying the parameters of our association, the principles of its work, which fully correspond with the World Trade Organization rules.

I will add that we would also have welcomed the start of a concrete dialogue between the Eurasian and European Union. Incidentally, they have almost completely refused us this as well, and it is also unclear why – what is so scary about it?

And, of course, with such joint work, we would think that we need to engage in dialogue (I spoke about this many times and heard agreement from many of our western partners, at least in Europe) on the need to create a common space for economic and humanitarian cooperation stretching all the way from the Atlantic to the Pacific Ocean.

Colleagues, Russia made its choice. Our priorities are further improving our democratic and open economy institutions, accelerated internal development, taking into account all the positive modern trends in the world, and consolidating society based on traditional values and patriotism.

We have an integration-oriented, positive, peaceful agenda; we are working actively with our colleagues in the Eurasian Economic Union, the Shanghai Cooperation Organization, BRICS and other partners. This agenda is aimed at developing ties between governments, not dissociating. We are not planning to cobble together any blocs or get involved in an exchange of blows.

The allegations and statements that Russia is trying to establish some sort of empire, encroaching on the sovereignty of its neighbors, are groundless. Russia does not need any kind of special, exclusive place in the world – I want to emphasize this. While respecting the interests of others, we simply want for our own interests to be taken into account and for our position to be respected.


We are well aware that the world has entered an era of changes and global transformations, when we all need a particular degree of caution, the ability to avoid thoughtless steps. In the years after the Cold War, participants in global politics lost these qualities somewhat. Now, we need to remember them. Otherwise, hopes for a peaceful, stable development will be a dangerous illusion, while today’s turmoil will simply serve as a prelude to the collapse of world order.

Yes, of course, I have already said that building a more stable world order is a difficult task. We are talking about long and hard work. We were able to develop rules for interaction after World War II, and we were able to reach an agreement in Helsinki in the 1970s. Our common duty is to resolve this fundamental challenge at this new stage of development.

Guerra civil ou revolução?

Novo ultimato a caminho?
A reeleição de Cavaco e a formação duma coligação do pior que existe no PS e no PSD pode conduzir Portugal a uma guerra civil, ou a uma revolução, em menos de uma década.



A irracionalidade obstinada do sistema de portagens colocado em vias rápidas que não foram desenhadas, nem construídas, para serem autoestradas, eliminando com os seus traçados vias rodoviárias outrora existentes, poderá colocar Portugal numa rota de instabilidade e conflito interno sem precedentes desde a queda da primeira república às mãos de uma ditadura que nos salvou da ruína, mas nos atrofiou a alma e os neurónios. É que, o Norte, sempre o Norte, que por acaso é responsável pela produção de boa parte do que exportamos e produzimos de materialmente útil, ao contrário do casino de burocratas, subsídio dependentes, exibicionistas de telemóvel, cães mediáticos e chulos partidários que apenas sabem taxar e consumir, não vai aguentar o vampirismo fiscal que o bando de gatunos e criminosos que mandam no PS, no PSD e no CDS-PP se prepara para desencadear e defender à força da bala, se necessário for, e vai ser!

No próximo ano, com o programa de austeridade a revelar todo o seu tremendo impacto nas finanças familiares e das empresas, e o petróleo de novo perto dos 100 dólares, ou mais, sem crédito, ou então com crédito escasso e a preços usurários (1), os portugueses, a começar pelo Norte, poderão revoltar-se de um dia para o outro. Poderão, como em França ou Itália, e dentro em breve no Reino Unido, bloquear refinarias, sabotar linhas de caminho de ferro, parar frotas de transporte rodoviário, assaltar supermercados, pegar fogo a carros, autocarros e comboios — em suma, lançar Portugal numa situação pré-insurreccional espontânea. Um agressivo Partido do Norte poderá mesmo ver finalmente a luz do dia, reclamando o fortalecimento das ligações económicas, financeiras, institucionais e políticas entre o Norte de Portugal, a Galiza e Castela-Leão, com o objectivo imediato de impedir a sucção criminosa da riqueza produzida pelo sector produtivo a norte do Mondego, por parte de uma nomenclatura acantonada no Terreiro do Paço e em São Bento. As euro regiões estão estrategicamente inscritas no espírito da União Europeia. Só por influência das burocracias hipertrofiadas, partidarizadas até à medula, e das clientelas financeiras que há decénios ou séculos sobrevivem na sombra de Estados ineficientes e corruptos, foi até agora possível travar a desejável regionalização europeia, sobretudo na sempre mafiosa e atrasada Europa do Sul. O tempo da mentira e da dissimulação, porém, acabou. Nos próximos dois anos (2011-2012) Portugal entrará inexoravelmente numa prolongada e grave convulsão social e política. Maior e mais grave será, se o senhor Passos de Coelho se suicidar politicamente este fim-de-semana.

Os galegos têm absoluta razão quando questionam a legalidade dos métodos de implementação das portagens virtuais nas SCUT da Costa de Prata (rebaptizada A29), do Grande Porto (rebaptizada A41/A42) e Norte Litoral (rebaptizada A28). De facto, tal como ocorre com algumas das taxas que o Estado insere nas facturas da água (para financiar empresas e serviços não supervisionados de nível municipal, regional e nacional), da electricidade (para financiar a EDP, ou a luxuosa RTP — um escândalo sem nome!), ou dos combustíveis (para alimentar a Pão de Ló a GALP e as grandes empresas de construção e especulação imobiliária), a cobrança compulsiva de portagens, sem aceitação de pagamento na única moeda comum que circula na União, o euro, e impondo custos subsidiários com aquisições de dispositivos electrónicos, etc., é uma ilegalidade monstruosa. Na realidade, este tipo de arbitrariedade equivale à imposição de meios de pagamento informais, sem cobertura legal, nem qualquer fiabilidade. Se o sistema de portagens virtuais se enganar, ou for, ainda que pontualmente, capturado por criminosos, cobrando o que não pode, quem supervisiona as operações e resolve os conflitos?

O negócio das Parcerias Público Privadas, sobretudo no sector dos transportes rodoviários, é a principal prova do grau de corrupção a que chegou a nomenclatura cleptocrata e a partidocracia que conduziram o nosso país à bancarrota, fragilizando-o como nunca esteve desde os tempos do Ultimato Inglês (1890). O Reino Unido, que desta vez está quase tão falido como nós (2), foi obrigado a anunciar a retirada, até 2015, das 20 mil tropas que ainda tem estacionadas na Alemanha, e a alugar os seus porta-aviões às forças aéreas norte-americana e francesa, por absoluta falta de dinheiro para manter o seu inadequado sistema de forças. Se somarmos a esta debilidade estratégica inglesa, o colapso para que também caminha a América de Obama, antevendo-se para breve (2015-2020) o fim da hegemonia diplomática e militar da aliança anglo-americana, em que situação ficaremos nós perante o nosso maior credor, isto é, a Espanha?

Portugal devia ao resto da Europa, em Maio deste ano, segundo o insuspeito Bank for International Settlements (Europe's Web of Debt) qualquer coisa como 286 mil milhões de USD, ou seja, mais de 100% do PIB (que andará entre os 227,6 e os 233,4 mil milhões de USD). Desta colossal dívida, 30%, ou seja, 86 mil milhões de USD, são devidos ao nosso poderoso hermano. Este por sua vez, deve-nos 28 mil milhões. Ou seja, o saldo a favor dos credores espanhóis é da ordem dos 58 mil milhões de dólares. Uma bagatela equivalente a mais de 41 pontes Vasco da Gama, ou a uma frota de 83 submarinos da classe recentemente adquirida aos alemães (em troca da permanência da Autoeuropa em Palmela), ou 20 vezes o orçamento total do nosso ministério da defesa para 2011. Que acham que poderão os corruptos do Terreiro do Paço dizer ou fazer, sejam eles cor de rosa ou de laranja, no dia em que Madrid exigir a ligação da sua rede ferroviária em bitola europeia aos portos portugueses, nomeadamente de Sines e Matosinhos — conforme consta de sucessivos tratados assinados entre os dois países? Querem um novo ultimato, é?! Foi assim que caiu a corrupta e indolente monarquia. Querem repetir a dose na actual república de pelintras, igualmente indolente e corrupta?

As ligações ferroviárias de Portugal a Espanha e ao resto da Europa estão inscritas na estratégia europeia de transportes e mobilidade, nomeadamente tendo em vista reduzir as emissões de gases com efeito de estuda e os impactos cada vez mais dramáticos do pico petrolífero nos preços mundiais do petróleo, do gás natural, dos respectivos derivados, e de toda a cadeia de valor que daqui corre em cascata — dos preços da energia, aos preços das matérias primas mineiras e da água, do preço dos adubos e da água, aos preços dos bens alimentares, dos custos imparáveis da mobilidade, à implosão dos subúrbios urbanos a uma escala nunca vista, nem imaginada, etc.

Matraquear contra o "TGV", como insistentemente tem vindo a fazer toda a turma do PSD, a começar pelos emproados pedaços de nada que têm aconselhado o Jota Passos de Coelho (refiro-me concretamente aos perfumados e penteados Miguel Relvas e António Nogueira Leite), é um tiro no pé, e uma basófia que em breve terão que acomodar da pior maneira. Atrasar as obras, nomeadamente do corredor Lisboa-Porto, compreende-se nas actuais circunstâncias, sobretudo porque a corrompida RAVE (agora oportunamente extinta!) gastou mais de 100 milhões de euros em estudos adjudicados aos gabinetes clandestinos do PS, que nem sequer se deram ao trabalho de fazer os ditos estudos de forma tecnicamente competente, preferindo montar PDFs e Power Points para inglês ver, ao serviço das golpadas das empresas e bancos que mandam nas marionetas governamentais. Mas boicotar o troço Poceirão-Caia, como têm vindo a fazer praticamente todos os irresponsáveis do PSD, brada aos céus! Esta é a menos cara, melhor financiada por fundos comunitários, mais necessária e sucessivamente contratualizada ligação ferroviária em bitola europeia entre Portugal e Espanha. O seu objectivo é duplo: aumentar a mobilidade entre as duas capitais ibéricas, e sobretudo fazer chegar petróleo, minerais, automóveis, e tudo o que conseguirmos colocar em cima dos comboios de mercadorias, a toda a Espanha (por via de entrada na sua crescente rede de bitola europeia para comboios de alta velocidade e velocidade elevada), e também ao resto da Europa, que em Bruxelas elegeu a interoperabilidade do transporte ferroviário europeu como a primeira prioridade, para esta  década e a próxima, em matéria de transporte sustentável.

O que certamente pode esperar, por que é manifestamente desnecessário, é a Terceira Travessia do Tejo entre Chelas e o Barreiro (3), são as parcerias público privadas ruinosas com que querem levar por diante o aeroporto da Ota em Alcochete, e ainda as autoestradas vazias e os novos hospitais dos grupos Mello e Espírito Santo, a pagar por todos nós, pelos nossos filhos e netos!

Os tempos que aí vêm serão muito difíceis. Mais difíceis ainda se não pusermos um travão a fundo à voracidade bestial dos vampiros que, não contentes com terem levado o país à bancarrota, ainda querem sugar-nos o tutano que temos dentro dos ossos. A isto teremos que dizer basta! Se não nos ouvirem, esperem então por uma guerra civil, ou por uma revolução. Não partirá de mim. Mas de alguém partirá.


POST SCRIPTUM (24-01-2010; 15:25)

Alguém me recordou, a propósito deste artigo, que o meu argumento a favor de uma nova ligação ferroviária, em bitola europeia (ou bitola UIC), entre o Poceirão e Caia estará ferido de algum optimismo, não tendo nomeadamente em conta alguns factos recentemente escavados pelo Carlos Enes para a TVI, e que causaram grande burburinho entre as hostes parlamentares. As reportagens sobre este ponto, que recomendo vivamente, são estas:
No essencial, o que há para avaliar é isto:
  1. os custos do troço Poceirão-Caia oficialmente anunciados andarão, afinal, pela metade dos custos efectivos aceites pelo governo no contrato entretanto assinado à pressa;
  2. nestes custos, supostamente englobando apenas a linha de alta velocidade entre Caia e o Poceirão, escondeu-se um projecto absurdo desenhado à medida dos interesses de Jorge Coelho e Cª, isto é, construir uma nova linha convencional, em bitola ibérica, destinada exclusivamente ao transporte de mercadorias, entre o Poceirão e Caia, correndo ao lado da nova linha de alta velocidade, em bitola europeia (que o governo quer destinar exclusivamente a passageiros!) Ou seja, as mercadorias andarão em Espanha e no resto da Europa sobre carris de bitola europeia, mas quando atravessarem a fronteira portuguesa terão mudar de comboio, para garantir aos senhores de voz grossa da Mota-Engil o improdutivo monopólio ferroviário que pensam abocanhar no futuro. Ou seja, pelo dobro do previsto, e escondendo uma linha absurda debaixo de um projecto comunitário (que os burocratas de Bruxelas, certamente bem untados, também não enxergam...), este governo de piratas preparava-se para mais um embuste.
  3. as taxas de crescimento do PIB que serviram de referência à avaliação da rentabilidade do investimento —entre 1,9% e 3,5%— estão completamente desactualizadas, pelo que, com Portugal a crescer entre 0 e 1%, ou até mesmo com uma longa recessão à vista, a rentabilidade do investimento na linha de alta velocidade entre o Poceirão e Caia fica irremediavelmente comprometida.
Face a esta nova trapalhada, e mais este projecto de expropriação criminosa da riqueza nacional, eu, em vez de continuar a insistir nas virtudes da necessária interoperabilidade entre a rede ferroviária portuguesa e as redes espanhola e europeia de bitola europeia (ou bitola UIC), terei agora que condenar mais esta gigantesca burla arquitectada pela RAVE e pela Mota-Engil, exigindo —contra o que fui defendendo nos últimos anos— a suspensão imediata de todos os contratos relativos à construção da linha de alta velocidade entre o Poceirão e Caia. Paguem-se, pois, as indemnizações devidas (negociando-as duramente, claro!) e retome-se o processo de fio a pavio, em novas bases. A Judiciária, por fim, deverá ir atrás de quem se preparava para roubar mais uma quinta do Orçamento de Estado.

  1. Já hoje, o dinheiro que os bancos comerciais vão buscar ao BCE a 1% é emprestado a mais de 30% aos desgraçados que se vêm na emergência de ter que recorrer a empréstimos pessoais!
  2. Não fora 30% do seu PIB terem origem em paraísos fiscais da rainha de Inglaterra, e até estariam pior!
  3. A solução do corredor Chelas-Barreiro é uma monstruosidade técnica, urbana e económica. Como tal deve ser liminarmente rejeitada e, quando for oportuno e houver dinheiro, substituída por outro corredor entre as duas margens. O comboio AVE, ou LAVE, entre Madrid e Lisboa, deverá parar, não no Poceirão, mas na moderna estação, já existente, do Pinhal Novo. Ali sairão os passageiros destinados à Margem Sul. Depois de uma rápida operação de alargamento dos eixos dos rodados, o LAVE seguirá então pela Ponte 25 de Abril até à nova estação central de Lisboa, sediada onde deve estar: no centro da capital, ou seja, no Campo Grande, onde outrora existiu a Feira Popular e hoje apenas há um enorme buraco.
